California animal shelters are facing a growing crisis of overcrowding, with many facilities operating well beyond their intended capacity. A combination of factors, including an increase in pet surrenders due to incompatibility with their new owners, financial difficulties, a decline in adoptions, and a shortage of staff and volunteers, is driving this surge. Shelters are struggling to provide adequate care, with over-capacity rates exceeding 200% in some shelters, creating a situation where animals are living in temporary or makeshift conditions — sometimes with three or four dogs in a kennel and sometimes outside. The overcrowding problem not only puts stress on the animals, increasing the risk of illness and behavioral issues but also strains the resources of shelter staff, making it very difficult to care for the animals properly.
